These things were prototypes of the now known as Crewpostor. The reasoning behind its creation is because fusion technology didn't reached a very advanced form, and it was needed.
Right down the street those are still common for a very unknown reason, as some kind of neutral wild species. They have a kind of creeppy appareance, but, unless provoked, they can even be friendly, like how they were designed in first place: Protect crewmates and kill impostors.
